Challenges for Building a Multilateral Trading System in the 21st Century

The Covid-19 pandemic intensified the debate around the cooperation and governance of the world economy created after World War II, institutionalized through international organizations guided by the multilateral principle.

As Lia Valls points out, “The underlying motivations of the guiding principles in the constitution of multilateralism in the governance of global trade help us to understand its most recent history as well as its crises."

This policy paper provides an analysis of global trade governance between 1950 and 2000, seeking to explain the crisis in which the multilateral trading system has been embedded since the late 1990s. For a broad understanding of 21st century multilateralism and the current debates on WTO reform, such a historical review is necessary. The paper concludes with proposals for possible scenarios of multilateralism and considerations on this debate for Brazil.
