The debate is part of the project "Economic and Political Realignments: European Contributions", a partnership between the Brazilian Center for International Relations (CEBRI) and the European Union Delegation in Brazil. The objective is to discuss how national sovereignty policies fit into multilateral regulatory practices and how to reconcile the different visions of European countries with the promotion of a supranational collective policy in order to strengthen and consolidate a European narrative for foreign policy issues. Some guiding questions are:- How are public health and health emergencies handled by the European communitarian institutions?- In response to the Covid-19 pandemics, what were the difficulties in coordinating the EU member states?- As the EU is the world's largest donor in the field of foreign aid, are there programs being designed or already being implemented on prevention and the establishment of "early warning" systems? Would this be a type of external action that is considered relevant in the EU's soft power projection? o586z
