The event's speaker was the Director of the Carnegie Moscow Center, Colonel Dmitri Vitalyevich Trenin. The President of the Center for Political-Strategic Studies of the Navy (CEPE-MB), iral-de-Squad Álvaro Augusto Dias Monteiro, and the President of CEBRI's Board of Trustees, José Pio Borges, opened the event.
